Frank Turner is twice retired. He is a retired Lt. Colonel, USMC and he also retired from San Diego County Government.

Frank joined OPK in June, 1994. He served as the Club President in 2000-2001. He has been active on the Human and Spiritual Values and the House Committees. He has been the Club' s Awards Chairman for several years.
He was honored as OPK's Rookie of the Year in 1994-95 and received the Will Blake-Bob Sample Service Award in 1995-96 and 2002-03.
He has also been recognized as a Distinguished Kiwanian. He holds the Cal-Nev-Ha Foundation's Distinguished Service Award. He was the 2003-04 Kiwanian of the Year.
